Hi people, its governments that make such material unavailable to users, like China bans a lot of internet material to its people , malta is the same, just we dont know about it. The government thinks that people should not be using xbox live. For microsoft to track down whether you are really in england or not is a piece of cake. Over your ip its the simplest thing in the world. If you think the government cannot approach microsoft on this issue , think again, there are already the student software deals with microsoft that have existed for years.
